R.I. port commission considers development plan

PROVIDENCE, R.I. -- A legislative commission studying Rhode Island's ports will consider drafting a strategic plan to guide future economic development at Quonset Point, the Port of Providence and other coastal locations.

In an interim report issued Monday, the Special Legislative Commission to Study Potential Economic Opportunities in the Development of Port Facilities in the State of Rhode Island says that in coming months it will work on identifying areas of further development.

"Historically, Rhode Island was a leading maritime and trading center for the nation but over the past 5 or more decades, the State has fallen well behind others along the Atlantic coast," the report says. "Despite a few bright spots and successes, many of the jobs and numerous other economic advantages and benefits associated with trade and maritime transportation have gravitated elsewhere."

"Yet," it continues, "the State's geographic location, its coastal water resources and its land transportation connections and assets should enable Rhode Island both to resume its proper place in waterborne transportation and to regain the attendant economic and environmental benefits."

The commission, co-chaired by Rep. Peter F. Kilmartin and Sen. William A. Walaska, will continue work in several areas, including: drafting a strategic plan for the state's ports; identifying how best to manage development and maritime trade; reviewing channel maintenance and dredging requirements; assessing Quonset State Airport's role in the development of the Port of Davisville; developing a "highway marine system" with federal regulators; coordinating with federal, state and local authorities to optimize use of the ports.
