By Andy Smith Rhode Island farmers may now apply for benefits under two disaster assistance programs authorized in a 2008 federal farm bill. Paul Brule, state executive director of the U.S. Department of Agriculture's Farm Service Agency in Rhode Island, said the new programs are the Emergency Assistance for Livestock, Honeybees and Farm-Raised Fish Program (ELAP) and the Livestock Forage Disaster Program. The Livestock Forage Disaster Program provides payments to livestock producers who have suffered grazing losses due to instances of drought or fire that meet federal requirements. ELAP provides assistance for losses due to disease, weather, or conditions such as blizzards or wildfires. For both programs, losses must have occurred between Jan. 1, 2008 and Oct. 1, 2011.
