Verizon Communications plans to institute a late payment charge for its residential telephone customers in Rhode Island. Under the proposed policy, a residential customer would have 30 calendar days from the date of receiving the bill to pay the bill in full. If the payment is not received by the customer's next billing date, Verizon would assess alate payment charge of 1.5 percent of the outstanding amount due. The company said it would not assess a late charge on pending disputed amounts, final accounts, or on a balance due that is being paid according to a company-approved payment plan. Verizon said it would not assess a late payment charge to Lifeline accounts, which are available to certain low-income customers. The company has requested approval for the new charge from the Rhode Island Public Utilities Commission, as of June 14. The earliest that the charge could appear would be on bills sent out in July, Verizon said. In addition, Verizon said it plans to increase the fee is charges for a returned check to $25 from the current $15. That change would also go into effect on June 14, if approved by the PUC. Granoff also figured the time was right for renovation because Johnson and Wales University had earlier announced plans to move its Johansson's Bakery to the school's hospitality facility in Seekonk by June 30. The bakery represents 25 percent of the Arcade's revenue, according to Granoff.
