The Internal Revenue Service will begin mailing notices next week to millions of Americans, offering a broad outline of the new federal rebate program. The first notices will go to people who filed a federal income-tax return last year. The final batch of notices, to be mailed late next month, will go to those with low incomes who do not ordinarily file a return but who must file a return this year to obtain a rebate, the IRS said in a statement.
