Federal tax forms start arriving in Rhode Island

The Internal Revenue Service has begun mailing federal tax packages to Rhode Island taxpayers who have filed paper returns in the past. The packages include forms and instructions, which taxpayers will use to prepare their federal income-tax returns for the 2007 tax year.

But certain forms will be missing from some of the packages because of last-minute changes that Congress made involving the alternative minimum tax, IRS spokeswoman Peggy Riley said. Because of the changes, taxpayers will have to wait until mid-February to file – on paper or electronically – if their returns include any of the following forms: Form 8863, “Education Credits”; Form 5695, “Residential Energy Credits”; the Form 1040A schedule involving child and dependent care expenses; Form 8396, “Mortgage Interest Credit”; or Form 8859, “District of Columbia First-Time Homebuyer Credit”.

Taxpayers who plan to use any of those forms will have to wait until Feb. 11 to file their returns. That will give the IRS time to update and test its processing systems without major disruptions to other operations related to the tax season, Riley said. Updated forms will soon be available on the IRS Web site.
